Eight indicted in Fort Wayne for alleged illegal gambling business

A federal Grand Jury in Fort Wayne, Indiana, approved an indictment on April 23 charging eight individuals with operating an illegal gambling business. The indictment names Rodney L. Naylor, Bruce Naylor, Chae David Naylor, Jawauna P. Davis-Parker, Michael L. Carter, Douglas W. McKinney, Christian R. Naylor, and Paul G. Rowan as defendants accused of conducting and managing the unlawful operation.

The charges are based on violations of Title 18, United States Code section 1955.

The case is being investigated by the Federal Bureau of Investigation along with the Indiana Gaming Commission, the Indiana State Police, and the Allen County Prosecuting Attorney’s Office. Assistant United States Attorneys Anthony Geller and Dawn Ransom are prosecuting the case.

Authorities remind the public that an indictment is not evidence of guilt and that all defendants are presumed innocent until proven guilty in a court of law.

The government will bear the burden of proving guilt beyond a reasonable doubt if this case proceeds to trial.
