Evansville doctor remains without medical license after appellate court ruling

An Evansville physician, Dr. James Jenison, will continue to be without a medical license after the Indiana Court of Appeals reversed a lower court’s decision that would have reinstated it. The action follows allegations that Dr. Jenison sexually touched five women during their medical appointments.

Attorney General Todd Rokita’s office initiated proceedings against Dr. Jenison’s medical license in 2022. “From the moment we saw the evidence, we fought for the revocation of this doctor’s license,” Attorney General Rokita said. “Dr. Jenison’s actions violated a sacred trust, and our office stood up for Hoosier women by working to prevent him from having the opportunity to assault more patients in the future.”

In February 2023, after a hearing, the Medical Licensing Board of Indiana revoked Dr. Jenison’s license based on findings that he had inappropriately touched five patients while providing care. The board also determined that Dr. Jenison prescribed controlled substances without proper registration and used fraud or material deception to obtain his license.

A trial court later found in May 2024 that the State had not met its burden for revocation of Dr. Jenison’s license, but this was overturned by the Indiana Court of Appeals on February 26, 2025. The appellate court stated: “the State presented substantial evidence to support its findings that Dr. Jenison had engaged in lewd or immoral conduct in connection with the delivery of services. In concluding otherwise, the trial court improperly reweighed the evidence and judged the credibility of witnesses.” The appeals court also affirmed findings related to improper prescription practices and fraudulent activity.

Attorney General Rokita expressed appreciation for staff from several sections within his office—Administrative and Regulatory Enforcement Litigation, Civil Appeals, and Licensing Enforcement—for their work on this case.
